What is the Small Town Lottery (STL)?

The Small Town Lottery (STL) is a community-based lottery program authorized and regulated by the Philippine Charity Sweepstakes Office (PCSO). Introduced as part of PCSO's effort to formalize and regulate local number games, the STL program operates in municipalities and cities across the Philippines.

Unlike the national PCSO lotto games that are drawn centrally in Mandaluyong City, STL draws are conducted at the local level by authorized agents and operators. The STL program was designed to replace illegal number games (commonly known as "jueteng") by providing a legal, regulated alternative that generates revenue for local government units and PCSO's charitable programs.
